If the journal is locked, its likely you've created 2 brokers. Have
you run the activemq.bat script twice in 2 shells?

Iam Trying to Get Jmx Connection ........

then it displays the Message like "jOURNAL lOCKED" WAIT 10
SECONDS".......After Executing the  activemq.bat 

suppose, if loaded a file in application means, it displays like 


javax.servlet.ServletException: Uncategorized exception occured during JMS
processing; nested exception is javax.jms.JMSException: Could not connect to
broker URL: tcp://localhost:61616 Reason: java.net.ConnectException:
Connection refused: connect; nested exception is java.net.ConnectException:
Connection refused: connect
