Avro 1.8.3 release

Hi,

It looks like AVRO-2163 (Release 1.8.3) has two blockers. Assuming these
are truly blockers, would anyone like to address these so that we can get
this version out?

It has been over a year since 1.8.2, and the slow release pace has forced
the community to turn to an unofficial set of monkey patches (
https://github.com/salsify/avro-patches) to deal with issues in 1.8.2.
Hopefully we can turn that around.
