   ## What changes were proposed in this pull request?
   
   This PR aims to add SQL:2016 standard compatible `CAST (... FORMAT <pattern>)`  functions:
   ```
   CAST(<datetime> AS <char string type> [FORMAT <template>])
   CAST(<char string> AS <datetime type> [FORMAT <template>])
   ```
   
   ## How was this patch tested?
   
   Added new SQL UTs.
