Proton 0.3 packages for Fedora

The packages are now available. Pleaes check them out, test them, and
then give us some karma so they get promoted to stable (or else report
bugs in Bugzilla):

To give the packages karma, click on the "Add Comment" link at the
bottom. Then put in your comment and click either "untested", "works for
me" or "does not work". Please only click based on actual experiences
with the packages and only on the tested platform.
