"Invalid change ordering: new node revision ID without delete" Commit Error

I'd like to receive some information about this commit error. I'm working
with Subversion 1.8.8 server using 50+ users in various repositories.

One of this users is trying to commit some new files in trunk. Process ends
returning this error using command line and other interfaces (TortoiseSVN,
AnkhSVN)

The server configuration is 1.8.8 and client configuration is 1.8.5.
