While looking at the dependencies Solr pulls in, gradle/hacks/solr.findbugs.gradle adds some sneaky dependencies. I read the history on LUCENE-9411 and its not clear to me why we fully need this hack. I was able to clean this up and move the specific exceptions into the modules that need them.
