   ### Is your feature request related to a problem?
   No
   
   ### Describe the feature you would like.
   Currently, if scaling is enabled, when altering sharding rule with DistSQL, new rules will be cached. We need to start scaling job when rule cache changed, integrate with current scaling foundation.
   After supplying this feature, we'll remove scaling old HTTP API later.
