When local endpoint are disable(disconected), we don't have posability to change local .yml files.
To fix that we need to:
*  [BE]:
# Always send local files, even if local endpoint are disable 
* [FE]
# Send request for /config/multiple with  endpoint = local, even if local is disable
# Always show drop down, f.e:  with inactive local, and active external ( but user can still edit/restart local .yml files)
#
