This is related to CONTINUUM-446.

I've read the mailing list and I understand (now) that Continuum doesn't send notification messages unless the build state changes. I also see that CONTINUUM-446 is an enhancement request to make this behavior configurable.

However this is an undocumented behavior, and the web interface very clearly has checkboxes for build outcomes that are not heeded because of this behavior. By that I mean, the build succeeded and I checked "Send on success" and yet no message was sent. So, the UI says one thing and the code does something else.

This could be fixed quickly by simply adding a note that explains that no matter what, notifications will never be sent if the state remains the same. This note would then become a checkbox for "Send notification even if state doesn't change" after CONTINUUM-446 is implemented.
