change request - serializing RPCRouter and ServiceManager

Due to some changes in their new classloading and failover strategies, BEA's
Weblogic 6.0 requires that all objects passed through the servlet session
implement Serializable. In order to get SOAP 2 to work with WL6, I had to
download the source and change

1) org.apache.soap.server.RPCRouter
2) org.apache.soap.server.ServiceManager

to implement Serializable. I'd like to request this change to the code base.
