When generating Apache NetBeans javadoc, many HTML files contain timestamp information in the footer of each HTML and inside the HTML in a comment like this:

 {{<!-- Generated by javadoc (1.8.0_181) on Sat Sep 29 12:03:09 CEST 2018 -->}}

Apache Infra has suggested to include our javadoc in git repositories, and this timestamp information will generate many unnecessary commits if present.

This timestamp information, while present, should be reduced as much as possible to avoid unnecessary commits in git.
