I am convinced this is a blocker, because there will be a huge demand for Apache NetBeans 9.0 when we release it and this cannot be fixed later as we will never measure the activity backwards. I am tracking the statistics. But this is not only about some numbers. We need to keep the modularism of NetBeans and same mechanism for incremental updates in the future which should be in Apache Infra's own interest, because it's easier to download couple of updated modules worth several hundreds of kilobytes than downloading whole IDE with several hundreds of megabytes.
