I have a plugin (clover) that have both "normal" mojos and report mojos. getReports() adds all of them. There is a todo in the code to fix that too.

yes, but we need to do some refactoring in core (see MNG-386). Actually, maven-reporting is a runtime dependency and I don't want to change it to compile scope
