The emulation components are a work in progress and not fully functional yet. Volunteers are welcome to submit patches and pull-requests. ScrollPolicy will be interesting in that Flex had an old philosophy in always having scrollbars visible or not, whereas modern browser use mouse hover to overlay the scrollbars.
Are you just looking for policy="none" or do you really need a way to keep the scrollbars visible like in Flex?
