[I] filterDependencies returns the full input set when no excludes are configured, polluting verbose output [maven-dependency-plugin]
elharo opened a new issue, #1645:

`AbstractAnalyzeMojo.filterDependencies()` at line 562-563:
```java
if (excludes == null || excludes.length == 0) {
return artifacts;
}
```
When no exclude patterns are configured (the default), the method returns the **entire input set** as "ignored" artifacts. The caller stores this in `ignoredUsedUndeclared`, `ignoredUnusedDeclared`, or `ignoredNonTestScope`.
In `-Dverbose` mode, every artifact appears in both the "Used undeclared dependencies found:" section AND the "Ignored used undeclared dependencies:" section, making the verbose output useless.
The method should return an empty set when no excludes are configured, not the full set.

GitHub's API doesn't expose a way to upload files directly to issue attachments — the drag-and-drop
upload in the web UI uses an internal session-authenticated endpoint that isn't available via the REST/GraphQL
API. The release asset mechanism is the only way to host downloadable files via the CLI.

Reproducer project for this issue. Extract and run `mvn clean compile dependency:analyze -Dverbose` to see the duplicate output.
