Changing contents of WEB-INF/classes requires restart of TOMCAT?

Hello,
Is it possible to avoid having to restart Tomcat after
some of the classes under WEB-INF/classes have been recompiled,
or new jar-files have been added to WEB-INF/lib?
I get compile errors when classes used by a JSP are changed 
if I do not restart Tomcat v. 3.2.1.
