Newbie questions - search archive? include?

Hi Folks, as a newbie, I have a few questions:

1. Is there a searchable version of the archives of this list, so I can do 
my homework before posting?

2. I have a page border that I want to apply, but it has two sections that 
it would be better to "include".  How do I set up a block of HTML to be 
included? Do I just make a component out of it?

a search on google will usually take you to the gmain archives.
