Morten Jorgensen <mo...@sun.com>, who originally reported this 
problem, concurrs that this appears to be a Xerces2 Beta 3 bug. He says he's 
seen lost attributes even in non-incremental mode. 

(I'd seen reports of that in the past, but I thought Beta3 had fixed them...)

So I'm tossing it over the wall to Xerces. If you need help testing a patch, or 
need more info, let me know.
