I don't see that there's anything for infra to do here, since the workaround is the only real option at this point. Patching upstream Jenkins is out of scope, although if a bug-fix did exist, we'd certainly evaluate upgrading. After talking with [~abayer] at ACNA, we do need to plan an update to the newest version, perhaps this issue is fixed in 1.651.2.
