Webservice Interface for SVN

Hi,

is there currently any development on a SOAP interface for SVN? This might help to seamless integrate it in an application  - IMHO better than WebDAV can do.

Is there a way to let the client create a repository? We have to many users and projects to let an administrator do this every time somebody creates a new project.
