fix(tools): skip master-address comparison in consumed() when the routed broker has no master

examineConsumeStats can return offset-table entries for brokers whose
registered route has no live master. For those, get(MASTER_ID) is null
and NetworkUtil.convert2IpString(null) crashes in
string2SocketAddress, aborting the whole message-track listing for all
groups instead of skipping the unreachable broker.
