Fix Version/s: 8.2
As [~lkishalmi] suggested, deleting the cache folder did indeed fix the problem and now JFrame appears (weird that the cache caused an issue considering this was a fresh installation).

This is quite odd considering how JFrame is such a basic class to extend in NetBeans.
