Closing as won't fix, we're sunsetting the GC executor.

> Right now the gc executor doesn't correctly handle unknown states.  (e.g. new states like THROTTLED or SANDBOX_DELETED if the gc executor has an older compiled IDL.)  What it currently does if it sees an UNKNOWN state and there is no information about it on disk, it sends a TASK_LOST, but likely it should just ignore the state instead.
