New release name: apache-esme-1-RC1-incubating/

I'm going to create a new tag in SVN that reflects that this release
is a Release Candidate for our first release (1.0) - this gives us
more time to get everything we need for a real 1.0 release.

I'll also change the JIRA tag accordingly.
