[VERIFY] Pulsar Release 3.0.0 Candidate 1

This is the first release candidate for Apache Pulsar, version 3.0.0.

It fixes the following issues:

*** Please download, test and verify on this release. This release
candidate verification will stay open until April 18 ***

Note that we are verifying upon the source (tag), binaries are provided for
convenience.

I think this
