> The sourceToTargetMap, being a map, will not support multiple source to target mappings with the same source. Since ContainerBalancer now allows a source to be matched with multiple targets, this data structure is no longer suitable. This map is used in multiple unit tests and in the counting of Datanodes involved in an iteration.
