Review of DERBY-2551

Hi All,

Please someone review the patch to DERBY-2551 it is available for some 
time. You should not spend much time with the patch since I think it's 
quite clear what was going on before and after the patch.

Have a look to the JIRA and at Integer.toHexString javadoc to understand 
the bug
