[I] allow Incubator PMC members to use the tool for all podlings (tooling-trusted-releases)
pjfanning opened a new issue, #340:
URL: https://github.com/apache/tooling-trusted-releases/issues/340
Incubator PMC must vote on all podling releases. Mentors take the lead in most podlings must there are podlings where there are not enough mentors active or available and the podling release may need other IPMC members to vote on their release candidates.
The ATR tool can be used to sanity check the release candidate by any voter by using the svn upload feature of your website.
Hopefully using the ATR to validate releases independently or the actual release manager is in scope.

It is not in the design of the ATR for the artifacts in a Release to be re-uploaded and the checks re-run during the vote. Instead the check results are available on the Vote/Ballot page. We are planning to rework this page to be more explicit about release check lists etcetera. All Ballot pages will be open to all.
We have the Incubator two phase votes implemented and are waiting on a podling to try it out in the Alpha.
> So the request is that IPMC members can validate releases of any podling RC even if they are not in the relevant podling PPMC.
So, already implemented.

Only (P)PMC members and Release Managers will be permit to upload a a release. Perhaps we need to review the documentation so that the `svn upload` feature is better understood.

We are about to redesign the Vote / Ballot to explicitly include both standard and PMC specific check lists. In the interest of decreasing the burden on reviewers we can include on standard check lists code blocks that can be copy-pasted to perform needed checks. These lists will also relate to the Checks performed for the Release Manager in the Compose phase.'ll
I can include you as we reframe the requirements.

So reviewers can't validate releases using ATR. This is fine. We need to build our own validations. Validation of releases is mega tedious. Involving multiple repeatable checks on signing and checksums but IPMC members are requested to grin and bear this. We are expected to pick up the slack from mentors who abandon their podlings. Which is far more common than we admit to.
