    Creates preliminary landing pages for new Beam website layout.

    Creates the following directory structure:
    docs/
    docs/use
    docs/learn
    docs/contribute
    
    Creates index.md landing pages in each directory to make the docs and sections more findable and provide guidance and explanation about what to read.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/devin-donnelly/incubator-beam-site docs-landing-pages

Alternatively you can review and apply these changes as the patch at:
