yep.
for background reading, there's was relatively long discussion on this a
while back on (I think) community@.
Regardless, different ASF TLPs have different rules, and that's not a
problem :-D

Nope. We have agreed on have all new committers vote at PMC. Committers
non-PMC members that'd like to propose new committer just can say so on the
PMC.

Out of curiosity, shouldn't the vote take place on dev@ ??
Maybe Excalibur has other procedures, but generally in ASF committers vote in
(and possibly block) new committers, and all committers are not on the PMC.
For the record, I am not a committer and if I were, I would still +1 his
nomination.
