[INFO] Update website and manuals to be scmpubsub compliant

Hi all,

as you probably know, all Apache projects must move to a new website 
publication system (based on scmpubsub) before the end of this year.

I started to work on Karaf website yesterday (adding the scm-publish 
Maven plugin), and I will do the same in the different manuals.

It's on my target for this week and next week in order to be ready for 
the January, 1.

I will keep you posted about that.
