[users@httpd] redirection based on environment variable

Anyone know of a good trick to do a Redirect based on the existence of
an environment variable? I'm trying to avoid the overhead of installing
mod_rewrite. Suggestions are appreciated!

The overhead of mod_rewrite will be less than any other solution, in
general.

(For example, you could use a CGI script to perform the redirect. But
this will be much slower.)
