TOMCAT_HOME defaults to /bin directory on Microsoft Windows

Description:
TOMCAT_HOME defaults to /jakarta-tomcat/bin instead
of /jakarta-tomcat

This causes the startup look for the webserver.jar in
/jakarta-tomcat/bin/lib instead of /jakarta-tomcat/lib
