You should have Scott's permission to publish it, of course. It
wouldn't hurt if Scott said or repeated it in public.

Hi,
I've added a new testimonial Scott Oster kindly sent to me in private
e-mail. And now I wonder if I need any kind of specific authorization to do
this. I mean, I have no public proof of what I write here, so maybe I should
ask something from scott?
