Ok this issue is effectively the same as the DIRSNICKERS-3 issue here:

The entire digester concept is a temporary fix for the time being until Alan has perfected the ASN.1 Stub compiler.  The hand rolled message stubs and the digester rules for processing incomming BER encoded data is going to be replaced by generated stubs that automatically handle all the processing to populate a stub.  Hence the role of the digester and the rules for LDAP will vanish.

So this is what is meant by this issue's description:

"Hand code the core ASN.1 constructs for the LDAP protocol until the compiler gets refined and put into production"
