tomcat+jni+apache1.3?

Is it possible to use the JNI connector with Apache 1.3? I've read
that the JNI connector requires a threaded web server, and that
Apache1.3 isn't threaded (but 2.0 is).

If it's not possible, can anyone recommend a fairly stable version of
Apache 2.0?
