Tasks:
1. Add Slave component Zkfc to HDFS service.
2. Add puppet module to install, stop and start Zkfc
*Note: Install will be empty class since zkfc is hdfs daemon
3. Add smoke test to verify zkfc is running.
4. Add Nagios alert "Zkfc Up/Down" to check health of the daemon.
