NetBeans logo & splashscreen

As you already know, there was a discussion about a new Logo and a new splashscreen (maybe).

I want to create 2 new tickets for this Topic for the vote. Unfortunately, I can’t fine the mail with, such a process for this? Is a ticket for a vote enough? How about the component, Labels, Project, issue type, summary, etc.?

Can someone help here please?
