unit-test and foal repos don't have issue tabs

As the subject says, the unit-test and foal git repos don't have any
way to report issues (apart from creating a PR).

Is this intentional?
If so, where should issues be reported?

It is sufficient to just add a github section with whatever you need 
from that section. The rest can be omitted.

I see.

There is no .asf.yaml file at present.

Is it sufficient to add just the section for the github feature, or is
it necessary to add in the default settings as well?
e.g. as shown here: https://gitbox.apache.org/schemes.cgi?incubator-ponymail

Not intentional, repos just dont' have issues by default. It can be 
enabled with .asf.yaml (see https://s.apache.org/asfyaml )
