The final PR to run the new scheduler.

Dear whiskers.

The last PR [1] to run the new scheduler is ready to merge.
There is still room for improvement, but I believe this would improve the
performance in general.
Hope this helps many downstream.

I would merge the PR in 24 hours.
Please share your feedback if you have any.
