Update Apache Apex website:
1. add "Powered By Apex" between Community and Docs on the top navigation bar;
2. add another "Download" after Github under Apache Apex section of Home page, same color with existing Download;
3. replace "Docs" with Documentation, add top navigation tabs linking to each section in this page, navigation tab includes all section titles in this page;
4. add top nav bar in Community page, drop down list with all section titles in this page;
5 add "Initiatives" after Home linking to a new initiatives page.
