   TLS connection can be made without mandating client-side certificates.
   
   In pulsar, we enforce authentication on handleConnect via authProviders plugIn but the connection is already opened. 
   
   By setting clientAuth as "REQUIRE", netty will drop the connection before it calls any handlers or read if the client has not passed a valid Trusted certificate.
