parameter -config  don't take effect

When I use Tomcat4.1.x, I use the command line:   
java  -classpath "D:\j2sdk1.4.2\lib\tools.jar;..\bin\bootstrap.jar" -
Dcatalina.home="C:\tomcat-4.1.29" org.apache.catalina.startup.Bootstrap  start -
config "d:\stock\stock.xml" 
to boot tomcat4.1.x,and it can  run ,but when I upgrade tomcat4.1.x to 
tomcat5.1.16 or tomcat5.1.18,the parameter -config  don't take any effect,and 
the tomcat5.1.18 cann't run,why??
