Currently, there is no clear indication in this repository(only in Makefile/go.mod).

OK, we can specify a clear 1.3 version, and we can make modifications in the future if needed.

We currently support gateway api version v1.3, but i think we can also directly use main/spec(https://gateway-api.sigs.k8s.io/reference/main/spec/), as we are just providing an official reference link.
