logging outside of application bundle on OSX?

If I set the path to, say, /Library/Logs/LittleShoot/java.log, it
creates that directory within the app bundle on OSX!  How can I log to
the real  /Library/Logs/LittleShoot/java.log file, where "/" actually
specifies the root?
