   ## Rationale for this change
   Too many unnecessary deps.
   
   ## What changes are included in this PR?
   Remove a few that are not used at all and remove dev dependencies to their appropriate section.
   
   ## Are these changes tested?
   CI still passes.
   
   ## Are there any user-facing changes?
   Less deps.
