I will be uploading some project files momentarily to the bug database. These
are for Visual Studio .NET.
Summary of Changes:
1. Created new ~build/win32/vc7 directory for build artifacts
2. Changed all Visual Studio .NET project files to dump artifacts to this
directory, unless otherwise noted below.
3. xml4com build artifacts go to same location as above, except for xml4com.tlb
file which must remain where it is for now since source code is hardcoded to
refer to this location.
4. Changed "Release MinDependency" targets to "Release" in xml4com project to
be consistent with other projects.
