The build-ip-clearances script is set up to run against all files in the uima website, that have been modified since last running.  This exposes the possibility that an update might occur to a regular web page, and then build-ip-clearances would run against that page incorrectly.  

Fix: modify the script to run only against the ip-clearances pages.
