The nexus repo returns mime-type text/plain for html/htm. Is this by design?

For example - https://dist.apache.org/repos/dist/dev/tomcat/tomcat-8/v8.0.10/README.html - is displayed as text.

We (TomEE) upload preview legal/archives.html to staging. It is not possible to view this online - The repo must be checked out.
