   ### Summary
   
   `ops` alert-rule endpoints cover paging, runtime state and transfer import/export in addition to CRUD. The contract suite only exercised CRUD.
   
   ### Changes
   
   - `listAlertRulesPage` forwards search/paging and unwraps the page
   - `listAlertRuleRuntime` returns the runtime rows
   - `exportAlertRulesTransfer`/`importAlertRulesTransfer` round-trip the transfer document through GET/POST
   
   ### Testing
   
   `vitest run src/api/alertRules.test.ts` passes: 5 tests, 0 failures (up from 3). `tsc --noEmit` and `eslint` are clean.
